I am surprised a professional paint shop would recommend a primer/surfacer as a base coat to bare metal. If your going to prime bare metal, you should use either etching primer (good), 2 part direct to metal poly primer (better) or epoxy (best), at least that is my opinion. You can buy etch primer in a rattle can but the others need a gun with a big tip as they are *thick*.

Check the wire gauge. If it’s 12ga you can safely put a 20a breaker in. 14ga maxes at 15a.

This is my opinion. For a bathroom satin should be fine for the walls but I would do semi gloss on the ceiling. Kitchen should be semi gloss. I generally would use semi gloss any place there is a possibility you would have to occasionally wipe the surface.

That does look like a nice job. One comment I will make is in general the toilet flange is supposed to sit on top of the finished floor. Yeah, oils will eventually soften the PVC, making it swell and possibly bursting. UV (not really a problem inside) does make it brittle.
