The only way you are going to come close to the 400lb or less is by using an aluminum block LS motor. Best of luck finding one for a price your willing to pay.
300hp out of hte LS is a walk in the park too. All of them will make that much bone stock with a tune to the ECU.

Probably, I drove Corn pass at 7am headed to work and again at about 8pm headed home from work. Though I don't remember passing you, but you have to many cars to keep track of too. Quick tip on your wiring diagram. Once you get a copy that you like and get it color coded to your liking. Take it to a print shop and get it laminated. I have done several this way. So much nicer to work with and dirty fingerprints just wipe right off and it looks good the next time you need to use ...

The stupid hang-up is the fuel line and brake lines. Seem that all that anyone local carries anymore is that greenish-grayish-blackish Teflon coated stuff, which is easy to work with but far from authentic. Just got home from a LONG test drive with the C10. LOL Drove it to Bellingham, WA. Google showed 289 miles each way. Drove there Saturday morning for my cousins wedding, then drove home today. So I got that fuel pump/sending unit built into a final revision and was happy with it, then went to fit the tank into the truck. Those are fairly rare heads these days. No bolt hole camel hump heads. Those make good power, but you already know that.
Is that a mess of weld splatter on the crank from balancing? If so, seems like the builder would want that cleaned up so none of that splatter got into his fresh build.
