TE28 is the chassis code the Toyota boys use to identify the cars as there were different body styles under the Corolla name. For instance, for the wagons, there was the TE28 and the KE26, same car, different motors and some other slight changes. Then there are KE20 and TE21(2 and 4 door sedans) and the KE25 and TE27 (coupes). 6 different cars under the "Corolla" nameplate. Another generic term you see is E20's to cover the series. T's were 2TC powered (1600) while the K's were 3KC powered (1200).
